NEW GOVERNMENT GOVERNANCE MODEL TO DELIVER A CITIZEN-FOCUSSED WORKFORCE, REDUCED WAIT TIMES, MANDATORY PROVISION OF EMAIL, GREATER FOI TRANSPARENCY, LIMIT ON EXECUTIVE SALARIES 

The Leader of the BC Citizens First Party, Mr. Phillip Ryan, today announced a wide ranging set of policy initiatives which will drive a massive re-focus of government onto supporting BC Citizens and delivering faster service to all BC Citizens.  The New Governance Model includes the creation of Account Managers  as a point of contact for regular on-going citizen customers of government establishments; delivering faster and more efficient Call Centres with reduced wait times of no longer than 10 minutes compared to typical 2 hour waits at some current BC government centres; greater Freedom of Information access and turnaround efficiency; and the mandatory use of email by all government organizations.


Mr. Ryan also announced that no government employee , or any organization which receives government funding will be allowed to have an annual salary (including benefits)  greater than  that received by the Premier of BC.

  1. CUSTOMER FOCUSSED SERVICES: All Government ministries and authorities will be required to provide an accountable Account Manager (with name, title, direct phone line number, business email address) for each and every private citizen client with whom ongoing citizen clients of the Ministry can liaise directly with any issues of concern.
  2. ACCOUNTABLE PUBLIC SERVANTS: It will be mandatory for all public servants interacting with BC citizens to provide their full name, contact telephone number and work email address to all BC citizens with whom they interact at all times. This will be required across all arms of government including Ministries, authorities and crown corporations etc.
  3. CUSTOMER-FOCUSSED CALL CENTRES: All Government Call Centres will be required to personally answer all telephone calls , transfer people to the appropriate area and be serviced within 10 minutes, rather than the 2 hours currently experienced by many BC citizens and the use of automated call centres.
  4. GOVERNMENT OFFICES WAIT TIMES – It will become a mandatory service standard that no BC citizen be required to wait more than 5 minutes in any queue at any government related office or physical facility.
  5. MORE OPEN FREEDOM OF INFORMATION (FOI): All FOI request must be processed within 4 weeks of submission except where a matter is, or will be within the following 4 weeks under consideration by Cabinet. The only exceptions are current tenders being reviewed for consideration where no decision has as yet been made. There is to be minimal redaction of information from all FOI requests except where an individual could be placed at risk or specifically notated commercial–in-confidence competitive information has been provided to the Government. We plan to ultimately have the Government of BC  be seen as ‘The most transparent and open government in the world with its citizens’.
  6. EMAIL MANDATORY FOR ALL FORMS OF GOVERNMENT: All Ministry’s and government authorities will be required to accept email communications from members of the public in BC. Currently a number of government entities either ban the use of inward and/or outward email, or they have created their own clunky limited functionality and inefficient email systems.
  7. THE MANDATORY INTRODUCTION OF ‘TWO-FACTOR AUTHENTICATION’ FOR ALL GOVERNMENT EMPLOYEES SEEKING TO ACCESS GOVERNMENT DATABASES AND COMPUTER SERVERS will be required compared to the antiquated username and password methodologies currently being employed. This will limit unauthorized access to government records as well as provide an identifiable point of historical accountability for all access requests.
  8. GOVERNMENT EMPLOYEE SALARIES AND SALARIES OF GOVERNMENT-FUNDED ENTITIES. It will be illegal for any ministry, government or government or statutory authority employee receiving tax payer funded salaries, or for any person in an organization receiving any form of government funding,  to be paid more IN TOTAL ANNUAL REMUNERATION than the Premier of BC.  Likewise all employees reporting to or through a Minister of the Crown must not earn more than their Minister in total remuneration.

GREATER CONTROLS AND ACCOUNTABILITY FOR MLAs. NEW ‘POLITICAL PRACTICES COMMISSION’

The Leader of the BC Citizens First Party, Mr. Phillip Ryan, today announced a range of significant and wide-ranging public policy initiatives aimed at making all Members of the BC Legislature more accountable for their actions – irrespective of the political party to which they belong.


These include (but are not limited to) banning second jobs for MLAs, banning cash for access events,  banning overseas political donations, creating a Political Practices Commission to ensure MLAs keep their election promises to citizens, rotating candidate names on ballot papers to eliminate ‘donkey voting’ and providing citizens with the educational qualifications of candidates on ballot papers etc.

  1. BAN ‘CASH FOR ACCESS’ TO MINISTERS AND MLAs: We will ensure that no political party in BC is allowed to charge for private functions at private venues attended by members of the legislature. Only events publicly advertised and open to the entire general public and the media with entrance fees less than $50 will be permitted in the future.
  2. BAN SECOND JOBS FOR MLAs: We will make it illegal for MLAs to have any taxable income beyond their salary as an MLA and their personal investments and statutory entitlements etc.  We will ensure the salary of all MLAs is appropriate for their role and that they remain totally and solely focused on serving their constituents and electoral districts.
  3. NEW POLITICAL PRACTICES COMMISSION: Political candidates will be required to keep their enunciated promises to electors. Any Member of Parliament  alleged to have breached a commitment to any member or group of the public will be brought before a new Political Practices Commission . If found guilty of breach of promise without reasonable grounds, the MP will in the first instance be fined $20,000 and if found guilty in any subsequent incident during their BC legislature career will become ineligible to continue in the legislature, and a vacancy will be declared in their riding and a by-election held. The MP naturally will be able to stand as a candidate at the subsequent by-election and be judged by the electors in their riding for their actions or lack thereof.
  4. BAN OVERSEAS POLITICAL DONATIONS: We will ban all overseas based political donations from individuals, corporations or organizations for all political parties operating in BC
  5. ELECTORAL DISTRICT BALLOT PAPER NAMES TO BE ROTATED for all future BC election in order to eliminate a donkey vote advantage to candidates with surnames starting with A, B or C etc.

PARTY LEADER EXPOSES BC PARTY DONATIONS SCANDAL!“

The Leader of the BC Citizens First Party, Mr. Phillip Ryan, said today that it is time for the corruption of the BC electoral system to stop – immediately! This was his comment as he highlighted for the first time an entirely new party donation sham which is possible under the current ineffective BC Elections laws!


Mr. Ryan said it is immoral for the BC Liberals and the BC NDP to be taking money from overseas donors.


“It is also immoral for both of the major parties to be charging individuals, corporations and unions thousands of dollars in order to attend events with their party MLAs, Ministers and Shadow Ministers.


It is even worse when the major party Leaders and their Ministers are attending private dinners in private homes where attendees have paid large amounts of money in order to gain privileged access to government decision-makers


It is corrupt for lobbyists and others to also hide the real donors of money behind corporate and lobbying firewalls which are hidden from BC citizens.


It is a conflict of interest when a Premier tops up her salary with money private party donors, as the BC Liberals have done for the last 15 years”


However, the problem with political party donation in BC is even far worse than the public already knows from recent investigations by the national and  local media. The Leader of the new BC Citizens First Party, Mr. Phillip Ryan, has discovered that you don’t even need to be a Canadian citizen in order to officially set up a political party in BC.


Mr. Ryan said that under the current ‘Swiss Cheese’ BC Election laws, non-Canadian citizens residing overseas can easily set up a political party in BC.  Under the current flawed BC party registration laws in BC you don’t even need to be a Canadian Citizen to set up a political party in BC.  You don’t even need to be located in B.C.  All you need to do is say that your primary purpose is to field candidates at the next provincial election – which could be four years away at the time of your party registration, and concurrently set up a virtual bogus website saying just that –  whether you mean it or not. You can set up a shared office and bank account in BC for your new party and simply appoint anyone as a financial representative. 


Then what is even worse, once registered as a BC political party, the overseas owners of the new off-shore BC political party can start to issue BC Tax Credits to anyone in BC who donates or launders money to them – effectively giving all the money launderers a tax credit for 75% of any donations up to $100 (up to a maximum tax credit of $500 for a donation of $1,150) which all BC taxpayers end up losing and paying to the scammers. 


“It is a great way to ultimately move money out of the country and simultaneously give a BC government tax credit to your fellow scammers! This is scandalous” said Mr. Ryan .

“BC Citizens of Canada should be the only people participating in the election processes for BC – as candidates, voters, party members or party donors” said Mr. Ryan.


As a result of these and other major concerns with elections and governance in BC the BC Citizens First Party today announced that it will immediately after the May 9th election:

  1. BAN ALL OVERSEAS NON-CANADIAN CITIZENS FROM PARTICIPATING IN THE REGISTRATION, MEMBERSHIP OR MANAGEMENT OF ALL BC POLITICAL PARTIES.
  2. BAN OVERSEAS POLITICAL DONATIONS TO ALL B.C. POLITICAL PARTIES: We will ban all overseas based political donations from individuals, corporations or organizations for all political parties operating in B.C.
  3. BAN ‘CASH FOR ACCESS’ TO MINISTERS AND MPs: We will ensure that no political party in BC is allowed to charge for private functions at private venues attended by MLAs. Only events publicly advertised and open to the entire general public and the media to attend, with entrance fees less than $50 per head, will be allowed in the future.
  4. IMMEDIATELY JAIL OFFENDERS WHO HIDE THE REAL DONORS OF MONEY DONATED TO ANY BC POLITICAL PARTY.

Mr. Ryan was therefore highly critical of the new legislation being proposed to be introduced into the BC Legislature today which will apparently require real time disclosure of party donations. “Real time disclosure does nothing to stop the complete corruption of our electoral system by the major political parties” said Mr. Ryan. “This isn’t the problem that needs to be fixed.  The real problem is the abusive attitude by party management, party leaders, and party administrators in BC, many of whom are currently before the Courts for their abuse of power on a whole range of  issues. It just shows that abuse is a key criteria for political leadership and promotion in this province. Well the citizens of BC have had enough!”, said Mr. Ryan


Mr. Ryan accordingly announced a number of other major parliamentary reforms on behalf of the BC Citizens First Party. These include new initiatives which will:

  • ALLOW THE TERTIARY EDUCATIONAL QUALIFICATIONS OF POLITICAL CANDIDATES TO BE INCLUDED ON ALL BC PROVINCIAL  BALLOT PAPERS: This will assist citizens in making a better informed choice in their voting.
  • ELECTORAL DISTRICT BALLOT PAPER NAMES TO BE ROTATED for all future BC election in order to eliminate a donkey vote advantage to candidates with surnames starting with A, B or C etc.
  • CANDIDATES WILL BE REQUIRED TO OBTAIN ONLY 12 NOMINATIONS FROM ELECTORS in order to stand for election at a BC provincial election rather than the 75 currently required.
